Full Job Description

As an IT Strategy Manager at HS2 you will be responsible for leading the continuous development and maintenance of the overall HS2 IT strategy. The role leads the definition, implementation, and communication of HS2's IT strategic management framework, ensuring that IT is aligned to business strategy.,

  • Leads the continuous development and maintenance of the overall HS2 IT strategy to promote HS2 as an exemplary project in the application of technology, its use of data, and its digital transformation.

  • Leads the definition, implementation, and communication of HS2's IT strategic management framework, ensuring that IT is aligned to business strategy.

  • Sets policies, standards, and guidelines for how the IT organisation conducts strategy development and strategic planning, leading the creation of a strategy in line with HS2 IT's business objectives.

  • Develops, communicates, implements, and reviews the processes which embed strategic management in HS2 IT's operations.

  • Leads and plans the development of innovation opportunities internally and with external partners (including, but not limited to, opportunity scanning and analysis, greater supplier collaboration etc.).

  • Drives continuous improvement and maintenance of the technology strategy, monitoring emerging technology trends to recommend investments and evolve strategy.

  • Ensures alignment to the overall HS2 IT strategy and roadmap through proactive engagement of IT SLT and wider stakeholders.

  • Supports IT SLT in defining and managing IT talent requirements and approach, coordinating their delivery with HR business partners.

  • Analyses workforce data and IT staffing trends to inform wider future talent planning discussions.

  • Leads the development of the strategic workforce plan to deliver the overall IT strategy, providing input on career models for IT roles and the overall employee value proposition inside HS2 IT. Actively promotes and embeds Equality Diversity and Inclusion (EDI) in all work, and supports and complies with all organisational initiatives, policies and procedures on EDI.



  • Strategic Thinking. Able to create and maintain strategies and articulate how they meet strategic goals to senior leaders and wider stakeholders

  • Innovation. Able to proactively spot trends in the technology sector, suggesting opportunities for consolidation and improved cost efficiency

  • Leadership skills -Ability to create a vision and strategy for digital engineering at an organisational level with clear goals that are understood by everyone. Ability to analyse current and future trends to proactively identify future capability needs for the business and put in place plans to develop these capabilities

  • Communication skills -clear communicator with the ability to deliver clear presentations with technical content which engage and influence colleagues and external stakeholders at all levels. Ability to tell a powerful story of the 'Why' of digital engineering with passion and authenticity

  • Stakeholder management -ability to manage stakeholders within a matrix environment. Ability to build trusting relationships both organisationally and nationally

  • Talent Management. Understand the technology talent landscape, identifying talent gaps and implementing future-focused talent strategies


  • Knowledge:
  • Knowledge of digital transformation technology trends and the opportunities they present

  • Strong knowledge of agile working methodologies, the product delivery model, and their impacts on the implementation of business strategy

  • Knowledge of why transformational leadership is critical for the successful application of IT in a complex infrastructure project

  • Understanding of government data and technology strategies, policies and guidelines and wider aspirations around transforming the rail and construction industry

  • Understanding of how better data is critical to improving the quality of decision making and improved business performance

  • A strong understanding of each functional area that comprises HS2 IT


  • Type of Experience:
  • Experience developing and implementing complex IT strategies in a similar sized organisation to HS2 and/or major infrastructure programme.

  • Experience articulating strategy to senior leadership and collaborating with a variety of stakeholders

  • Experience working in a multi-vendor environment

  • Experience in talent planning and supporting senior leaders with talent decisions and strategy

  • Experience of engaging stakeholders within a complex, fast-paced environment

  • Experience of working across multiple priorities and dealing with ambiguity

    Salary: Base salary: £47,450pa to c.£59,300pa depending on skills and experience. In addition, we offer flexible benefits fund of 20% which is paid on top base salary and is fully pensionable, as well as a range of competitive benefits - check them out in the Benefits section on our website.
