Full Job Description

PURPOSE OF THE ROLE: The Chief Data & Analytics Officer is a system leadership role hosted by the ICB that reports directly to the Chief of Strategy Digital & Integration. The role is jointly responsible for planning and allocating resources to meet the four core purposes of ICS: to improve outcomes in population health and healthcare tackle inequalities in outcomes, experience and access enhance productivity and value for money help the NHS support broader social and economic development The Chief Data & Analytics Officer will provide strategic advice, leadership, and guidance to the Somerset Integrated Care System (ICS), its Integrated Care Board (ICB) and the Somerset Board in matters relating to the storage, processing, and interpretation of intelligence to inform decision-making across the breadth of services under the Somerset Board. The post-holder will provide strategic vision and leadership on how the use of intelligence for insight can transform service planning and delivery.
They will work with system colleagues in partner organisations to align our plans within Somerset so that we develop a common approach to platforms, software, process and people.

The post holder will lead and drive the development and delivery of data services for Data Science, Population Health Analytics, Data Engineering, Artificial Intelligence and Analytics across Somerset, by providing professional and expert leadership and building close and effective working relationships with key data consumers across the Partnership. They will be required to lead and drive collaborative work to align data policy and administration with relevant regulatory, legal, and ethical mandates across the various systems within Somerset. The Chief Data & Analytical Officer will provide leadership in developing system-wide data initiatives such as the adoption of secure by default data storage, the introduction of Reproducible Analytical Pipelines, Cloud Technologies,
Adoption of open ways of working (including open-source technologies), the implementation of the competency framework for information professionals and the modernization of analytical techniques to leverage the competitive advantage of artificial intelligence for improving health outcomes and reducing health inequalities.

The post-holder will also lead on broadening the definition of intelligence into the collection and analysis of qualitative information sources (moving into fields such as outcomes, satisfaction and value creation). Furthermore, the post will require establishing and maintaining strong partnerships with the key data stakeholders including but not limited to NHS England, UK Health Security Agency, UK Research & Innovation, National Institute for Health and Care Research, DARE UK, Turing Institute, and the Great Western Secure Data Environment. In addition to Partnership responsibilities, the post-holder will provide strategic leadership into data-related programmes within the ICB (host organisation) KEY RESPONSIBILTIES OF THE ROLE: The post-holder will be responsible for convening collaboration amongst Somerset organisations and will be able to: Establish and strategically lead a Joint Intelligence Function (JIF) function as part of the Somerset Partnership. Work with existing Business
Intelligence and related IT leads to create an analytically driven decision-making culture within Somerset ICS Be responsible for long term strategic analytics forward planning within the Somerset ICS.

Manage the strategic development and delivery of the PHM platform and Joint Intelligence Function, ensuring that national & local requirements and standards are met. Lead the development of the System data strategy, service delivery and adoption of artificial intelligence and population health analytics (prioritisation their application given local needs). Ensure that data services meet the national & local requirements and standards including for the purpose of the GW-SDE and National FDP. Operate autonomously and have authority over all aspects of the JIF function.

Will contribute to the ICB on call rota. Reports into the Somerset Board and Integrated Care Boards and make objective analytical and decision advice to the Board and constituents. Corporate responsibility for significant and instrumental policy implementation and service development which impacts the ICS, plus the patients and communities of Somerset. Responsibility for providing strategic direction in a collaborative and facilitative way to manage improvement across the systems ensuring providers to come together, understand needs, value, and risk and to design and deliver care accordingly, as a key part of the Somerset operating plan model.

This includes the ability to drive strategic direction for performance and improvement for the ICS and oversight with accountability for System Oversight. Provide leadership in the absence of the Chief Officer for Strategy, Digital & Integration relevant to this role. Collaborative Working Work with Analytics leads within Somerset to create a Joint Intelligence Function that meets the aims of providing valuable insight to stakeholders and users within Somerset to enable them to make better decisions with regards to service planning, coordination and delivery. Strategic Development (& Delivery) of the data function, ensuring that national & local requirements and standards are met.

To help create and develop a sense of team amongst the wider Somerset data and analytics community. Work with relevant clinical leads across organisations to promote the use of preventative and interventional analytics. Engagement with data owners and data security leads within the System. In partnership provider leadership towards the development of the ICS Informatics Service and working with organisational leads to establish steps that can be taken to assist them to meet the national & local requirements and standards for analytics.
